Nice, actually there is a way you can make the panel look like that (I think) the first and most obvious way is to just make the panel and stick it to your wallpaper, make the KDE panel completely transparent, Like I had to for the kollide theme.

Well I succeeded to make it under gnome, but I'll certainly give a try for KDE ;) I guess it's the only workaround at the moment ...

Pretty cool! I'd be tempted to make the highlight on your panel with a little gradient, instead of a block of grey. Otherwise, nice!

That's mainly an idea, without considering the limitations of the different graphic environments. In actual KDE I can't make such a bar (without programming), well in gnome I certainly could , but I'm not sure about those popups, I actually saw some on the AWN dock but... I'm thinking about the openings the new KDE4 will bring and maybe this mockup will become a real desktop :)
